中国高等教育学会摄影教育专业委员会理论委员会委员，中国老教授协会会员。
1961年毕业于北京电影学院摄影系，留校任教。
曾兼任中国摄影家协会教育委员会副主任、中国摄影函授学院副院长、清华大学美术学院客座教授，并担任国内主要摄影报刊专栏作者，曾作为“中国摄影教育、摄影报刊访美代表团”副团长赴美国考察摄影教育与摄影报刊媒体，在美国高等院校进行学术交流。
他已公开出版专著19部，《张益福摄影系列教程》光盘一套20张。翻译出版国外摄影著作6部。
获“北京市高教系统先进工作者”称号。获部级高校优秀教材奖1项，部级科研成果奖2项，全国高校摄影联合会“摄影教育突出业绩奖”及“特殊贡献红烛奖”，北京电影学院最高奖——“金烛奖”。由于“为发展我国高等教育事业做出的突出贡献”，他从1993年起，荣获中华人民共和国国务院颁发的“政府特殊津贴”（终身）及证书。
